Lifeline Providers Clarify the Record

On June 27, 2025, Federal Communications Commission Chairman Brendan Carr circulated an order that would deny requests submitted by several Lifeline providers to extend a COVID-era waiver pertaining to the Lifeline program’s non-usage rules. By this letter, the relevant petitioners respectfully respond to the announcement in order to clarify the factual circumstances surrounding their respective requests. In particular, we write to clarify that:

1. Petitioners did not request an extension of the final non-usage waiver;
2. Petitioners are not seeking special treatment or to game the system of reimbursements and waivers that was established during the COVID-19 pandemic;
3. Petitioners are not attempting to cost the American public millions of dollars in unjustified expenditures; and
4. Petitioners are simply seeking fair and equal treatment by the FCC under its rules and orders.

Through these clarifications, the Petitioners demonstrate that their Applications for Review are not attempts to extract unearned funds from the American people.
