Capital Projects Fund

The South Carolina Broadband Office (SCBBO) is pleased to announce 17 newly funded projects through its American Rescue Plan Act’s Capital Projects Fund (CPF 1.0) grant program. For this round of investments, the SCBBO committed $112,303,273 to eight Internet Service Providers (ISPs) that will connect over 16,000 locations statewide. The total investment for this round of broadband expansion, which includes ISP contribution, is estimated to be $162,141,901.

Wyoming has recommended funding 32 applications totaling $70.5 million in federal funds to expand broadband to more than 11,000 locations across the state that do not currently have access to high-speed internet. Governor Gordon designated $70 million of American Rescue Plan Act/Capital Projects funding for broadband infrastructure improvements across the state to ensure Wyomingites have the ability to telework, learn from home, and access telemedicine. The Wyoming Business Council Broadband Office is the administrator of the funds.

The Department of the Treasury announced the approval of $140 million in federal funds for Wi-Fi and computers and improving multi-purpose community facilities in Wisconsin under the American Rescue Plan’s Capital Projects Fund (CPF). Wisconsin’s awards include two funding streams: $33 million for digital connectivity technology projects, and $107 million for multi-purpose community facility projects.

In a strong step forward for Ottawa County's Broadband Strategy, the County Board of Commissioners voted to finalize Public-Private Partnerships with 123Net and Tilson Infrastructure.

The Maine Connectivity Authority (MCA) has awarded more than $36.6 million in grants to expand affordable, reliable, high-speed internet service to more than 24,000 homes and businesses in 45 communities across the state. The grants are part of the agency’s All-In programming, funded through the American Rescue Plan and designed to provide a mixture of solutions to address the expansion of last mile infrastructure for high-speed internet. MCA is announcing five Connect the Ready: Cohort 2 grant awards totaling $20.7 million.

Governor Kathy Hochul (D-NY) announced that applications are now open for the $100 million Affordable Housing Connectivity Program, a partnership led by Empire State Development’s ConnectALL Office in consultation with New York State Homes and Community Renewal to design and install broadband infrastructure at 100,000 affordable housing units across New York State.

The Department of the Treasury announced the approval of $22.5 million in federal funds for a multi-purpose community facility providing health care, education, and workforce services in Washington (DC) as a part of President Biden’s Investing in America Agenda. These federal resources will go towards the expansion of Whitman-Walker’s Max Robinson Center at the St.

The Idaho Broadband Advisory Board (IBAB) has awarded $120 million in funding from the Idaho Capital Projects Fund (CPF) to 18 broadband projects across Idaho, connecting over 30,000 homes and businesses. The IBAB and the State of Idaho funded broadband projects that assist with or improve distance learning, telehealth, telework, economic development and public safety. These awards meet the federal CPF criteria and improve internet connectivity in unserved and underserved locations. 

Add California and Wisconsin to the growing list of states whose broadband funding programs have received applications seeking considerably more funding than the program has available. California’s Federal Funding Account received 484 applications requesting $4.6 billion, which is more than double the $2 billion budgeted for the program. Awards are used to fund last mile infrastructure projects.
