Add California and Wisconsin to the growing list of states whose broadband funding programs have received applications seeking considerably more funding than the program has available. California’s Federal Funding Account received 484 applications requesting $4.6 billion, which is more than double the $2 billion budgeted for the program. Awards are used to fund last mile infrastructure projects.

Verizon is looking to install a high-speed, fiber-optic network on Cape Cod, focusing first on unspecified, underserved areas. Ellen Cummings, Verizon’s regional director of state and governmental affairs, made the announcement at a meeting hosted by the Cape Cod Technology Council. Cummings was asking for the council’s support in applying for a portion of millions in federal funds to help pay for the project.

Where are we in terms of closing the seven gaps that we think of, or should think of, as the elements of the digital divide? The seven gaps are the rural access gap, the affordability gap, the operating gap of very high-cost rural providers, the adoption gap, the institutional gap, the cable/copper gap, and the utilization gap. We could be using the network to improve outcomes in education, health care, government services, public safety, carbon reduction, civic engagement, and other public purposes. But to do achieve those goals, we need to close all seven broadband gaps.

The state of Idaho has awarded nearly $119 million in funding to Ziply, Comcast and 14 others. Ziply won two awards totaling over $14.3 million. Comcast won a single award for over $9.8 million. Other awardees included competitive and incumbent local providers. In addition, some awards went to individual counties. Awardees will contribute matching funds equal to 30 percent of project costs on average. The funding will go toward last mile and middle mile projects. The funding for the program came through the federal Capital Projects Fund.

The Massachusetts Broadband Institute at MassTech (MBI), on behalf of the Commonwealth of Massachusetts, has launched the Broadband Infrastructure Gap Networks Grant Program, a new competitive grant program funded by $145 million from the US Department of Treasury’s Capital Projects Fund that aims to deliver high-speed internet infrastructure to areas that currently lack broadband-level service.

The Oklahoma Broadband Office, tasked with awarding millions of dollars in federal money to increase access to high-speed internet services, announced companies could apply for $374 million in American Rescue Plan Act dollars, but applications totaled $5.1 billion in projects. “The overwhelming response to our request for submissions speaks to the tremendous need for high-speed internet access in rural Oklahoma,” said Office Executive Director Mike Sanders.

Verizon is hiring 1,800 additional technicians to support its East Coast broadband expansion efforts in New York, New Jersey, Massachusetts, Rhode Island, Virginia, Pennsylvania, Maryland, Delaware and Washington (DC). Many of the targeted markets are rural and traditionally underserved communities, and so they qualify for funding from the American Rescue Plan Act.
