In light of changes in the way we all connect, it is time for an E-Rate program that supports the educational needs of students and library patrons and permits them to learn without limits.  In other words, under existing law, this program is set for an update that helps ensure those who count on school and library connections can use them no matter who they are, or where they go. We now seek to build on those lessons from the pandemic and modernize the E-Rate program.

As May nears its final days, so does the Affordable Connectivity Program (ACP). The ACP, which entered a partial payment period at the start of the month, will officially end on May 31, unless Congress decides to save it. While there are myriad efforts underway to compromise on a path forward, saving the program is still seen as unlikely.

In March 2021, Asian Americans Advancing Justice | AAJC, along with Comcast, co-hosted a Digital Convening that brought together eighteen AANHPI serving organizations to discuss what the digital divide looks like in their respective communities. The pace of US broadband subscriber growth slowed considerably in the first quarter of 2024 as fiber, fixed wireless access (FWA) and cable broadband service providers collectively turned in results that were worse than what they posted in the year-ago period. Total industry net additions, including or excluding FWA and geosynchronous (GEO) satellite broadband providers, decelerated noticeably in Q1 2024.

Digital equity cannot be fully realized without the participation of educational institutions, including K-12 public schools, community colleges, historically black and other minority serving colleges and universities, and extension programs. Many state digital equity plans embrace education and potential collaborations with educational institutions. All states acknowledge that digital equity is critical to education.

Sen Ted Cruz (R-TC) will propose plans May 16 to maintain the Affordable Connectivity Program in a slimmed-down new form.
