Community Anchor Institutions as Launching Pads for High-Performance Broadband Deployment

In the 2020s, public policy should recognize that bits are books, bits are blackboards, and bits are basic tools of medical practice. In other words, broadband networks that run to schools or libraries or health-care facilities are not built to carry only scholastic or literary or medical information.

Three Generations of Failure

We are now in the third generation talking about getting broadband out to all our citizens. We are nowhere near getting the job done. It’s a market failure. It’s a government failure. And it’s a national embarrassment. Big telcos and their allies at the Federal Communications Commission and Congress tell us all is well and we’re on track. Pretty long track! Make that claim in many of our inner cities like Baltimore, Milwaukee, and Newark and you will get laughed out of town.

From Places to People—Connecting Individuals to Community Anchor Institutions

Policymakers should help enable community anchor institutions to connect to their users wherever they are. Policymakers should recognize that the mission of community anchor institutions is to improve lives. Broadband is a key element in fulfilling that mission. Baltimore’s public school system has created a classroom in a community center to offer training in internet access. Librarians note that the provision of skills training is a natural fit with the historic missions of their institutions—offering a trusted space in which people of all ages can learn in the ways that best suit them.

Supporting the Increasingly Important Missions of Community Anchor Institutions

Community anchor institutions should be at the center of any comprehensive national strategy to promote the availability and use of High-Performance Broadband. Community anchor institutions use broadband to provide essential services to their community, such as education, information access, and telehealth services. But in the 21st century, community anchors’ missions are moving beyond their walls. Libraries no longer deliver knowledge that is housed only within their buildings or the covers of hardbound books.

On February 7, the Federal Communications Commission released the report and order that creates the framework for the Rural Digital Opportunity Fund, the latest effort to extend the reach of broadband networks deeper into rural America. The FCC's own research estimates that $80 billion is needed to bring broadband everywhere in the U.S., so the $20.4 billion Rural Digital Opportunity Fund is a significant -- although likely insufficient -- step in closing the digital divide over the next decade. What Did the FCC Do to Close the Digital Divide?

It's budget season. Federal departments and agencies are making their funding requests to Congress for fiscal year 2021 (starting October 1, 2020 and ending September 30, 2021). Cost is the primary reason that people do not subscribe to broadband. Current research suggests that low-income people can only afford to pay about $10 per month for broadband. One set of participants told researchers that affording $20 per month would be difficult; even at $10-15/month, low-income households are making tough decisions about paying for internet access vs utility bills (such as phone and electricity) and even the cost of food. To meet the challenge of providing fixed broadband at roughly $10 per month requires implementation of a variety of strategies.

The FCC's Latest Plan to Close the Rural Digital Divide

This week we learned that the Federal Communications Commission will vote on its latest plan to subsidize broadband deployment in rural areas at its January meeting. The Rural Digital Opportunity Fund, first proposed by FCC Chairman Ajit Pai back in August, will provide up to $20.4 billion over the next decade to support the deployment of broadband networks in those parts of rural America that currently lack fixed broadband service that meets the FCC's baseline speed standards (25 Mbps download and 3 Mbps upload).

From Networks to People

Broadband’s fundamental value doesn’t come from connecting computers to networks; its value comes from connecting people to opportunity, and society to new solutions. When a broadband network is available but a person who wants to use it can’t do so, then the network is less valuable to everyone else who does use it. That's because the he benefits of broadband adoption do not flow only to the people who are new broadband users. Expanding broadband usage can grow the U.S. economy broadly. Expanding broadband usage, furthering civic engagement, can build stronger democratic institutions.

What We Learned About the Digital Divide in 2019

There was no "Mr. Watson, come here – I want to see you" moment; instead, 50 years ago in 1969, there was an attempt to login on ARPANET that ended after "lo" because of a system crash. That inauspicious moment led to our connected world of 2019, a time when more than 4 billion people have internet access, and the number of devices connected to internet networks is more than double the global population. But for all the internet's impact, for all those devices, and even though so many have access, too many people remain unconnected.

Home broadband subscription rates continue to lag in rural areas, holding back local economies and access to telemedicine. The deployment of broadband networks to rural areas echoes the challenges earlier generations had ensuring that electrical networks and telephone service reached everyone. The solutions those earlier generations employed provide us lessons for today’s broadband challenges. Through the 1930s, many power companies ignored rural areas of the nation even when the federal government offered loans to serve these sparsely populated areas.

Too Big to be Left Unnoticed: America's Uncompetitive Broadband Market

My theme today – what is going unnoticed. Simply put, we should pay more attention to the lack of competition in the provision of fixed broadband to homes and small businesses. As a general matter, we can expect people with only one choice to pay monopoly prices, and people with only two to pay the higher prices typically charged by duopolies. People with three or more choices typically pay less. Clearly, people who can barely afford to pay a competitive price, say, low-income Americans, are particularly vulnerable to artificially high prices.
