President Donald Trump’s long-awaited infrastructure proposal was finally unveiled on February 12, 2018. The 10-year plan for "rebuilding infrastructure in America" calls for $200 billion of federal seed money that the Administration projects will generate $1.5 trillion by incentivizing states, localities, and private investors. “We will build gleaming new roads, bridges, highways, railways and waterways all across our land,” the fact sheet begins, quoting President Trump’s State of the Union address.

On Tuesday, January 30, the House Commerce Committee’s Subcommittee on Communications and Technology convened a hearing on broadband deployment in the US entitled Closing the Digital Divide: Broadband Infrastructure Solutions. The aim of the hearing was to discuss twenty-five resolutions and bills that address federal permitting, siting, and permissions to access rights-of-way, which some stakeholders identify as barriers to investment and broadband infrastructure deployment. True to recent form in DC, there were contentious moments at the start of the event.

In a Jan 26 blog post, Commissioner Michael O'Rielly of the Federal Communications Commission is proposing the FCC rethink what he calls its "ineffective and burdensome requirements currently imposed on our nation’s broadcasters to air a certain amount of educational and informational children’s programming on a weekly basis." That is the requirement that TV stations air at least three hours per week of core educational/informational children's TV programming in at least 30-minute blocks.

Is price diversity a bad thing for consumers or does it foster broadband take-up, especially by laggards? Academic research finds that tariff diversity is a driving factor for broadband adoption and does not impede take-up. Based on a rich original dataset with more than 10,000 residential retail broadband offers for 23 European states between 2003 and 2011, my research found that broadband demand is positively related to increased tariff diversity, especially in the presence of inter-platform competition.

By 2020, North Carolina can claim the title of the state with the most gigabit communities. Thanks to the work of the North Carolina Next Generation Network (NC NGN) project, itself an outgrowth of the Gig.U project, as well as other efforts, competitive gigabit networks are being built out by Google, AT&T, in a number of its major cities including Raleigh, Durham, Chapel Hill, Charlotte, Greensboro, and Winston-Salem, as well as a number of its smaller communities, such as Carrboro, Pembroke and Holly Springs. But such deployments are not reaching everywhere in the state.
