Today, there’s a glaring inequity in one crucial area that guarantees inequity in myriad others: Internet access.

President Biden is inheriting tricky tech questions including how to rein in powerful digital superstars, what to do about Chinese technology and how to bring more Americans online. Here’s a glimpse at opportunities and challenges in technology policy for the new Biden administration:

President-elect Joe Biden is set to have a very different relationship with the tech industry from when he served as vice president. Tech companies have grown more powerful over the past four years — and more perilous. They have continued to amass data and wealth. But they have been used as tools for election interference and disinformation, contributing to the divide in the nation.

The storming of the Capitol by supporters of President Donald Trump is expected to turbocharge Congressional efforts to regulate big tech—and many lawmakers are expected to focus on scaling back the liability shield that protects internet companies.

Although Federal Communications Commission Chairman Ajit Pai has yet to issue any plans for narrowing the liability protections for tech companies, as President Donald Trump and some conservatives want, he’s been keeping busy. Chairman Pai is attempting to knock out objectives by circulating proposals for votes rather than holding formal ones during the FCC’s last official meeting under him on Jan.

The new Congress just gaveled in Jan 3, but top lawmakers are already hashing out their priorities on tech policy. There’s bipartisan appetite for more broadband moves. Lawmakers made increasing broadband access a priority in the latest round of COVID-19 relief talks, allocating billions for the effort, but their work might not be through. Rep. Bob Latta (R-OH) said one of his top priorities will be to “keep expanding rural broadband.” “It's so essential to make sure that we have it across the entire country,” he said.

As the tenure of Federal Communications Commission Chairman Ajit Pai and his deregulatory Republican majority winds down, DC policy watchers are looking for action on some big issues yet to be resolved one way or the other.

Now that Democrats are taking over the executive branch, expect Congressional Republicans to shift gears on tech policy. Instead of trying to rewrite key internet legislation, the GOP will likely focus instead on stopping Democrats from doing anything at all. A prime example of this dynamic is the maneuvering around the Federal Communications Commission.

As the pandemic forces students out of school, broadband deployment programs aren't going to move fast enough to help families in immediate need of better internet access. But Democrats at the Federal Communications Commission say the incoming Biden administration could put a dent in that digital divide with one fast policy change.
