Governor Kay Ivey (R-AL) announced that more than $400 million in federal funding and over $1.4 billion from the US Department of Commerce Broadband Equity, Access and Deployment (BEAD) Program will be used to expand access to high-speed internet across Alabama. Governor Ivey also unveiled Be Linked Alabama as the name and hub representing the state’s continued efforts to expand access to high-speed internet. Be Linked Alabama represents the state’s united effort to expand access to affordable, reliable high-speed internet to all Alabamians.

The US Department of the Treasury announced the approval of $112 million in federal funds for broadband infrastructure and multi-purpose community facility projects in Rhode Island under the American Rescue Plan’s Capital Projects Fund (CPF). Rhode Island is approved to receive $25 million for broadband infrastructure projects, which the state estimates will connect 7,500 homes and businesses to affordable, high-speed internet and serve about 30 percent of locations still lacking high-speed internet across the state.

The State and Local Fiscal Recovery Funds (SLFRF) program established by the American Rescue Plan Act (ARPA) continues to deliver critical financial support to communities across the country recovering from the COVID-19 pandemic. The SLFRF program is stimulating investments in strengthening the country’s internet infrastructure by funding upgrades—such as laying fiber backbone, completing last-mile connections, and prioritizing equitable access. These crucial investments provide residents with access to education, health care, government services, and economic opportunity.

Even before he took office Governor Phil Murphy (D-NJ) realized that access to high-speed internet is now a prerequisite for participation in our increasingly connected economy. One of the Murphy administration's first priorities was to create a middle-mile, fiber-optic cable network to connect New Jersey’s rural and urban communities to high-speed internet. Spectrum announced a $4.5 million construction project to bring its advanced fiber-optic network to nearly 1,500 homes and small businesses in the Town of Erin (WI). The project is being funded by a $4.2 million investment from Spectrum and a $300,000 American Rescue Plan Act (ARPA) grant received through the Town of Erin.

How can we make the Broadband Equity, Access, and Deployment (BEAD) Program funding go as far as possible? The answer is that state grant plans need to be laser focused on how to generate competition and keep costs as low as possible. If we can do that, we stretch the BEAD dollars as far as possible. If we don’t, we run out of money. It’s really quite easy to construct this framework. We only need two pieces of data: the number of unserved and underserved locations, and what we pay to reach them.

North Dakota Information Technology (NDIT) has completed the Capital Project Fund (CPF) grant program award process, resulting in eleven grants to seven service providers totaling more than $37 million. Once completed, the projects will provide more than 2,100 homes and businesses with Fiber to the Premise (FTTP). The infrastructure will deliver service that reliably meets or exceeds symmetrical speeds of 100Mbps. Grants awarded and coverage area include: 

The state of Tennessee will begin accepting applications in September 2023 for $185 million in grant funding for broadband deployments in unserved and underserved areas.

FOCUS Broadband has completed work to bring fiber optic high-speed internet to rural communities near Magnolia, Rose Hill, and Teachey (NC). These projects were made possible through two grants totaling more than $2.5 million dollars awarded in 2020 through North Carolina's Growing Rural Economies through Access to Technology (GREAT) Grant Program as well as the Special Supplementary Round of the GREAT Grant Program. FOCUS Broadband contributed more than $1 million dollars in matching funds to bring service to these rural areas in Duplin County.
