The relationship between broadband and other priorities for Utahns—such as employment, education, health, civic engagement, technology innovation, and entrepreneurship—is undeniably important and will only become increasingly so. Broadband infrastructure deployment and adoption are key components for accomplishing economic growth, accelerating educational innovation, expanding access to health care, and increasing personal connection. The State of Utah wants to ensure every resident has access to reliable and affordable broadband internet to enhance their quality of life.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has approved Utah, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands’ Initial Proposals for the Broadband Equity, Access, and Deployment (BEAD) program, a cornerstone of the Biden-Harris Administration’s “Internet for All” initiative. This approval enables Utah, the Commonwealth of the Northern Mariana Islands, and the U.S.

Telephone companies may want to ditch copper and focus on the next best thing (i.e., fiber). But states aren’t about to let them off the hook. According to New Street Research, ILECs seeking to end their carrier of last resort (COLR) obligations are getting pushback from states because consumers might not have another option for internet access—including wireless. A COLR is a telecommunications service provider that’s required to serve upon request all customers within its designated service areas.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has accepted Utah’s Digital Equity plan. Using $676,684.53 from the State Digital Equity Planning Grant Program, Utah created a plan aimed at addressing disparities in digital access, skills and affordability across the state. NTIA has accepted digital equity plans from all 50 States, D.C., and Puerto Rico. On March 29th, 2024, NTIA launched the $1.44 billion Digital Equity Capacity Grant Program.

The Utah Broadband Center (UBC), part of the Governor’s Office of Economic Opportunity, is launching the Utah Broadband Availability Challenge Process to finalize identifying broadband serviceable locations in Utah without access to reliable high-speed internet infrastructure.

In December 2023, the Utah Education Network, in collaboration with the national nonprofit Connected Nation, completed the state’s fifth school technology inventory. This is a statewide inventory of classroom technology and related resources at K-12 district and charter schools across Utah. Key findings include:

A new TV ad is running in Utah, criticizing government-run internet providers. The ads are part of a $1 million blitz to warn about problems associated with municipal internet systems, including high costs and a lack of regulatory oversight. The Domestic Policy Caucus is running them under the name NoGovInternet.com. The campaign makes the argument that government should not be involved in providing internet access.
