Warwick Interim Buildout Milestone Notification Letter
Warwick Valley-NY (an Archtop Fiber company) submitted a quarterly report regarding its compliance gap associated with the 80% interim deployment milestone under the Revised Connect America Fund–Alternative Connect America Cost Model (Revised ACAM). In November 2025, the Federal Communications Commission notified Warwick that it had not satisfied its Revised ACAM 80% broadband deployment milestone as of December 31, 2024. As a result, Warwick Valley was placed in Tier 2 non-compliance and became subject to quarterly reporting requirements. The FCC further stated that Warwick’s annual High Cost Universal Broadband (HUBB) filing due March 1, 2026, would satisfy this quarterly reporting obligation, and that compliance with the 80% milestone would be determined based on data certified in the HUBB as of March 1, 2026. Warwick now reports that, following its HUBB verification clean-up, it has certified a total of 25 verifiable locations in the HUBB portal. This exceeds both the 20 locations required to satisfy Warwick’s 80% deployment milestone and the 22 locations required to satisfy its 90% deployment milestone as of December 31, 2025. Accordingly, Warwick respectfully submits that it has satisfied both its 80% and 90% deployment milestones and requests that it be reclassified as fully compliant and removed from Tier 2 non-compliance status.
