Updating the USF Program

The Federal Communications Commission needs to promptly move forward to finalize universal service high-cost mechanisms for both price cap and rate-of-return carriers.

USTelecom expressed support for an efficient and effective program for price cap carriers, rate-of-return carriers and carriers located in insular areas that choose frozen support. USTelecom supports the increase in the broadband speed standard from 4/1 megabits per second (Mbps) to 10/1 Mbps for the Connect America Fund Phase II program as long as adjustments are made to obligations attached to funding.
