TekWave RDOF Progress Report for Texas
Texoma Communications notified the Federal Communications Commission that it did not meet the December 31, 2025, interim milestone for its Texas Rural Digital Opportunity Fund deployment (Study Area Code 449099). Texoma was required to have deployed service to 40 percent of the locations in the Study Area Code by December 31, 2025. When Texoma began planning and engineering for participating in the RDOF Auction, it had assurances from banks and private investors that it would be able to borrow the money to pair with its RDOF award to meet its obligation. However, in conjunction with the increased project costs, the pandemic also delayed the approval process, drove up interest rates, and generated recession fears, which directly impacted the financial industry's appetite for investing in a project of this kind. While funding delays have impacted its milestone performance for the December 2025 40 percent milestone, Texoma continues to seek additional resources and remains prepared to begin deployment as soon as the additional financing is secured, which includes the creation of an accelerated buildout plan with its experienced engineering and construction partners to make up lost time. At this time, Texoma is not relinquishing its RDOF obligation for the Study Area Code.
