FCC Seeks Comment on Petitions Related to PR-USVI Deployment Obligations

The Federal Communications Commission's Wireline Competition Bureau (Bureau) seeks comment on the Petition for Waiver or Stay filed by Liberty Communications of Puerto Rico LLC and Broadband VI LLC (collectively, Liberty), and the Petition for Reconsideration filed by Virgin Islands Telephone Corp. DBA OneComm (OneComm). The Liberty petition asks the Bureau to waive or stay its decision to utilize the December 2025 Fabric ID to finalize the number of serviceable locations for the Bringing Puerto Rico Together Fund and Connect USVI Fund (“PR and Connect USVI Fund”). Liberty undertook a comprehensive review of the locations and unit number results in the 2025 Fabric and determined there is an unexplained significant increase in the unit numbers in both Puerto Rico and USVI. "Based on Liberty’s analysis of the Bureau’s list of locations and units as compared to historical data, as well as Bureau staff’s notification of prior errors with the unit counts, there appears to be a technical or calculation error within these results." The OneComm petition seeks Bureau reconsideration of a Notice that adopted an improper and untimely January 16, 2026, revision to the Broadband Serviceable Location Fabric (“Fabric”) December 2025 unit count for the United States Virgin Islands (“USVI”) as the final required location list for the Connect USVI Fund. The "January 16, 2026, revision modified the number of locations in the previously adopted 'final' December 2025 Fabric count by 60 percent" without offering "any explanation for the substantial and untimely change." 

Interested parties may file comments to the Liberty Waiver Petition and OneComm Reconsideration Petition on or before March 31, 2026.  Replies to comments must be filed within 10 days after a comment is filed, but no later than April 7, 2026.  All filings must reference WC Docket Nos. 10-90 and 18-143.
