Cox RDOF Update

On March 31, 2025, the Federal Communications Commission's Wireline Competition Bureau notified Cox of its failure to meet its third year Rural Digital Opportunity Fund (RDOF) broadband deployment interim milestones in California, Louisiana, Nebraska and Virginia. This letter satisfies Cox’s requirement to file by June 30, 2025 a quarterly report regarding its progress towards compliance. In California and Louisiana, Cox identified and certified additional locations which were deployed in 2024 but not included in the year-end reporting and annual certifications. These locations put California at 99 percent compliance and Louisiana at 96 percent compliance which is below the 5 percent compliance gap threshold. Cox California Telcom will exceed the 2024 interim milestone as fiber builds and network upgrades are completed in the fourth quarter to reach the next interim milestone. Similarly, Cox Louisiana Telcom plans to complete network upgrades in 2025 to provide RDOF-compliant broadband tiers to currently serviceable locations as it works toward its remaining milestones. Cox Nebraska Telcom plans to meet the 40% milestone obligation with the completion of fiber builds to 28 additional locations scheduled to complete in November 2025. Deployment to these locations will put Nebraska at 121% of the interim milestone. Cox recognizes it will be subject to compliance requirements until the interim third year milestone obligation is met. In Virginia, Cox identified and certified 27 additional locations which were deployed in 2024 but not included in the year-end reporting and annual certifications. These additional locations bring Cox Virginia Telcom into full compliance with the 40 percent interim milestone.
