Conexon Connect Third Interim RDOF Build-out Milestone Quarterly Report for Study Area Code 349048 (Illinois)

Conexon Connect submits its 4Q 2025 Compliance Report associated with the gap in meeting its December 31, 2024, Rural Digital Opportunity Fund 40 percent interim milestone obligation for Study Area Code 349048 (Illinois). Pursuant to USAC’s November 21, 2025, email to the Company, this letter addresses the Company’s efforts to close the Compliance Gap and explains how the Company will come into compliance. Conexon Connect delayed its RDOF buildout in Illinois until Broadband, Equity, Access & Deployment Program funding decisions were finalized by the state broadband office. Because the BEAD and RDOF award areas are inextricably connected and include BEAD locations that are often on the other side of the street from Conexon Connect’s RDOF-funded locations, Conexon Connect delayed further RDOF deployment in Illinois until BEAD-related decisions were finalized by the state broadband office. Conexon Connect participated in the original BEAD bidding process for Illinois and the subsequent Benefit of the Bargain re-bidding process that occurred following release of the BEAD Program Restructuring Notice. Following the Benefit of the Bargain round, Conexon Connect was notified by the State of Illinois that it has received BEAD awards that are included in the state’s final proposal to NTIA that is currently pending final approval. Conexon Connect resumed network deployment activity in Illinois during 4Q 2025. Preparatory actions taken by the Company to support additional network deployment in early 2026 include negotiation of a cell tower lease and water tank lease for deployment of fixed wireless infrastructure and microwave backhaul equipment. Installation and activation of this equipment is anticipated in 1Q2026 and will support the availability of Conexon Connect service to an estimated 360 incremental locations.
