Conexon Connect Third Interim RDOF Build-out Milestone Quarterly Report for Study Area Code 279057 (Louisiana)

Conexon Connect submits its 4Q 2025 Compliance Report associated with the gap in meeting its December 31, 2024, Rural Digital Opportunity Fund 40 percent interim milestone obligation for Study Area Code 279057. The Company hereby reports that it has deployed an additional 21 locations in Louisiana since the Company’s 3Q 2025 Quarterly Compliance Report filed with the Universal Service Administrative Company on September 23, 2025. Pursuant to USAC’s November 21, 2025, email to the Company,  this letter addresses the Company’s efforts to close the Compliance Gap and explains how the Company will come into compliance. Conexon Connect delayed its RDOF buildout in Louisiana until Broadband, Equity, Access & Deployment Program funding decisions were finalized by the state broadband office. Because the BEAD and RDOF award areas are inextricably connected and include BEAD locations that are often on the other side of the street from Conexon Connect’s RDOF-funded locations, Conexon Connect delayed further RDOF deployment in Louisiana until BEAD-related decisions were finalized by the state broadband office. Although Conexon Connect initially received notice of a preliminary BEAD award in Louisiana, that award was rescinded on June 13, 2025, following release of the BEAD Program Restructuring Notice. Conexon Connect participated in the subsequent Benefit of the Bargain BEAD bidding process and received confirmation of final BEAD awards in Louisiana on November 18, 2025. Conexon Connect resumed network deployment activity in Louisiana during 4Q 2025. Approximately 4 miles of fiber were installed, and an additional 21 locations were served. More than 8,600 utility poles covering approximately 800 miles were inspected for makeready engineering. Conexon Connect has also commenced submission of applications for 3rd party pole attachment. These preparatory actions taken by the Company during 4Q2025 will support rapid network deployment in the first half of 2026.
