Residents in unincorporated areas of Vanderburgh County, Indiana, will have broadband access within two years. AT&T will begin work to provide service to an estimated 20,000 county homes and businesses now that funding has officially been approved by the Vanderburgh County Council. Vanderburgh County Commissioners signed the contract with AT&T on Nov 8 for the $39.6 million project. Bill Soards, president of AT&T Indiana, said it will be about nine months before residents start receiving information to tell them service is available in there area.

The Federal Communications Commission approved an additional 75 applications for funding commitments totaling $42,163,705 for Round 2 of its COVID-19 Telehealth Program. This is the FCC’s fourth funding announcement of approved Round 2 applications, bringing the total to approximately $166.13 million awarded to health care providers in each state, territory, and the District of Columbia, and completing the first phase of Round 2 of the Program.

Sens Jacky Rosen (D-NV), Steve Daines (R-MT), Tina Smith (D-MN), and Jerry Moran (R-KS) introduced the bipartisan Expanded Telehealth Access Act. During COVID-19, the Centers for Medicare & Medicaid Services (CMS) expanded access to telehealth services to a range of health care providers, and this legislation would permanently expand that eligibility.

To address the enduring nature of the COVID-19 pandemic, the Federal Communications Commission clarifies that for the second round of the COVID-19 Telehealth Program, applicants will receive points on their applications for being located in a hotspot or a sustained hotspot based on the relevant dataset as of either (1) May 6, 2021, the date when the application filing window closed, or (2) November 19, 2021, the date when the ten-day resubmission period closes.

In this Order on Reconsideration, the Federal Communications Commission's Wireline Competition Bureau reconsiders one aspect of its decision to extend the waiver of certain E-Rate rules until June 30, 2022, and to partially grant Comcast’s request for a waiver of this rule to expand its Lift Zone initiative at seven proposed library systems. The bureau clarifies that Comcast may continue to provide broadband and other services to the seven library systems identified in its petition for the three-year term of its Lift Zone library pilot without running afoul of the E-Rate program gift rule. 

The Federal Communications Commission announced that it will commit over $421 million in the latest round of Emergency Connectivity Fund announcements, bringing total program commitments to over $3.05 billion. The funding is supporting schools and libraries in all 50 states, Guam, Puerto Rico, the US Virgin Islands, and the District of Columbia. The funding can be used to support off-campus learning, such as nightly homework and virtual learning, as schools and libraries continue to respond to the ongoing COVID-19 pandemic.

The Infrastructure Investment and Jobs Act not only provides the means to make broadband service more available by funding deployment of broadband middle-mile and last-mile networks, it also aims to make the service provided more affordable so more people can subscribe and use it.

The Infrastructure Investment and Jobs Act will facilitate more work to improve broadband service on Tribal lands.

Access to reliable connectivity causes a divide between youth who have access and those who do not. Currently, 35 percent of low-income households lack any access to broadband service at home. This leads to an issue known as the “homework gap” among students who lack proper internet access. To close this gap, UScellular has launched the After School Access Project, a program that provides free mobile hotspots and service to nonprofits that support youth after the school day has ended and provides safe internet access for homework and education.

With the release of a Notice of Funding Availability (NOFA), the US Department of Agriculture's Rural Utilities Service (RUS) has made important changes for Round 3 of its ReConnect Program. RUS has included a preference for local governments, non-profits, and cooperatives as applicants and added additional points to those applications. Further, RUS is expanding eligible areas beyond the FCC’s 25/3 definition of broadband.
