I want to extend my congratulations to President Trump and Congressional Republicans on securing this big win for the country. Restoring U.S. leadership in wireless is key to the nation’s economic and national security interests. And the One Big Beautiful Bill succeeds where past efforts failed. The legislation restores the FCC’s spectrum auction authority after it lapsed in 2023, and it does so by establishing a robust pipeline of spectrum for years to come. This will create jobs, encourage innovation, and expand high-speed connections to more Americans....

 It is time to unleash new growth and opportunity.  It is time to build.  And that is what I am here today—to outline my vision for doing just that through the Federal Communications Commission’s Build America Agenda. Our Build America Agenda will focus on delivering on a number of core objectives.  We will unleash high-speed infrastructure builds.  We will restore America’s leadership in wireless.  We will boost the U.S. space economy.  We will advance our national security.  And we will strengthen America’s tower and telecom workforce.

Things can change quickly in technology and telecommunications. And that is certainly the case at the Federal Communications Commission this week! I want to express my thanks and appreciation to Commissioner Starks and Commissioner Simington for their public service, as both have announced today that they will be departing the FCC by the end of the week. I wish them all the best in their next endeavors. But, as the saying goes, the show must go on.

It has been a particularly busy time at the Federal Communications Commission since Inauguration Day, when President Trump designated me as Chairman of the agency.  We have hit the ground running, and I’d like to highlight some of the Commission’s critical work under my leadership thus far:

On March 12, 2025, Sen Richard Blumenthal (D-CT), the Ranking Member of the Senate's Permanent Subcommittee on Investigations, wrote to the acting chiefs of the Federal Communications Commission's Enforcement and Media Bureaus seeking answers to seven questions about FCC Chairman Brendan Carr orders to reopen complaints against and investigations into media broadcasters. On March 26, Chairman Carr replied noting that "During the Biden Administration, the FCC and Democrats across government repeatedly weaponized our country’s communications laws and processes.

I am writing to inform you that I have asked the FCC’s Enforcement Bureau to open an investigation into Disney and ABC.  In particular, I want to ensure that Disney and ABC have not been violating FCC equal employment opportunity regulations by promoting invidious forms of DEI discrimination.  While I have seen reports that Disney recently walked back some of its DEI programs, significant concerns remain. For one, I want to ensure that Disney ends any and all discriminatory initiatives in substance, not just name.

Pursuant to the policies stated in President Trump's “Ending Radical and Wasteful Government DEI Programs and Preferencing” Executive Order, Federal Communications Commission Chairman Brendan Carr announced that he is ending the FCC’s promotion of diversity, equity, and inclusion (DEI).

I am deeply grateful to President Trump and honored by his decision to designate me as Chairman of the Federal Communications Commission. I have had the privilege of working at the FCC for over a dozen years now, including serving previously as the agency’s General Counsel, and I am humbled by the opportunity to lead the FCC. The FCC has important work ahead—on issues ranging from tech and media regulation to unleashing new opportunities for jobs and growth through agency actions on spectrum, infrastructure, and the space economy.
