Digital Equity Competitive Grant Program

President Joe Biden regularly emphasizes how the major pieces of legislation he has signed — the Infrastructure Investment and Jobs Act, the CHIPS and Science Act and the Inflation Reduction Act — expand opportunities for Americans. This is especially true for rural Americans. Those three laws appropriated billions of dollars — about $464 billion — for many projects that could be particularly relevant to rural communities, allowing them to dream of a different economic future.

The release of the State Digital Equity Capacity Grant Program Notice of Funding Opportunity (NOFO) on March 29th triggered the countdown for the Digital Equity Competitive Grant Program. The Infrastructure Investment and Jobs Act (IIJA) mandates releasing the Competitive Grant NOFO within 30 days of the first Capacity award, so we expect it by late summer/early fall 2024. We will not know all the specifics until the NOFO is released.

Congress included the ACCESS BROADBAND Act in the Consolidated Appropriations Act, 2021 and established the Office of Internet Connectivity and Growth (OICG) within the Department of Commerce’s National Telecommunications and Information Administration (NTIA). On April 30, OICG released its annual report detailing the office's work for 2023. OICG administers broadband programs created by both the Consolidated Appropriations Act and the Infrastructure Investment and Jobs Act. Four interconnected core pillars drive OICG’s initiatives, strategy, and key accomplishments:

Thanks to our Bipartisan Infrastructure Law, 46,000 new projects have been announced across your communities – modernizing our roads and bridges, ports and airports, and public transit systems. ... Providing affordable high speed internet for every American no matter where you live. 

The Fiscal Year 2024 Commerce, Justice, Science, and Related Agencies (CJS) Appropriations Act provides a total of $68.537 billion in discretionary funding.  The bill provides $10.8 billion for the Department of Commerce.

In 2024, the Digital Equity Act moves past the planning phase and into the grant-making phase to deliver programs and policies to communities on the ground. In 2021, the federal government made the biggest ever investment in digital equity with $2.75 billion in the Digital Equity Act.

We have 1,300 people at Net Inclusion 2024 in Philadelphia. We’ve secured $2.75 billion from the Digital Equity Act. And this is just the beginning. It has to be just the beginning. So how do we sustain this movement? The answer to sustainability lies in robust digital inclusion ecosystems. They’re the key to HOLISTIC digital inclusion. As implementation of the $2.75 billion federal Digital Equity Act gets underway, state broadband officials and other policymakers are hurrying to put plans in place to measure the impact of these new investments. A key area of focus is digital skills—how to measure the baseline of residents’ current skills, what data digital skills program providers will need to collect and report on, how to set targets for improvement, and more. The field has not yet coalesced around a single list of digital skills that all individuals should possess.

Two years after President Joe Biden signed the Infrastructure Investment and Jobs Act, the National Telecommunications and Information Administration and other agencies have distributed billions of dollars to communities to bridge the digital divide and make participation in the digital economy a reality for everyone. At NTIA, we completed funding rounds for multiple programs in the last year and are moving to the implementation phase, all the while preparing states and territories to administer their state grant programs.
