Massachusetts Technology Collaborative, on behalf of the Massachusetts Broadband Institute (MBI) is issuing this Request for Proposals for the Residential Retrofit Program to solicit applications from Internet Service Providers (ISPs) or Managed Service Providers (MSPs) for fiber construction to eligible Affordable Housing Properties and in-building and in-unit installation of cabling and related equipment.

In Massachusetts a consulting program is helping local municipalities navigate digital equity planning. There is no flow of money to municipalities under said program. Instead, the Municipal Digital Equity Planning Program, spearheaded by the Massachusetts Broadband Institute (MBI), pairs towns and cities with consultants to develop strategic plans for digital equity within their communities.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) has accepted Massachusetts’ Digital Equity plan. The Digital Equity Act, part of the Internet for All initiative and a key piece of President Biden’s Investing in America Agenda, provides $2.75 billion to establish three grant programs that promote digital equity and inclusion. The program aims to ensure that all people and communities have the skills, technology, and capacity needed to reap the full benefits of our digital economy.

The Massachusetts Broadband Institute (MBI) at MassTech announced the launch of the Residential Internet Retrofit Program, a $22 million statewide initiative to equip public and affordable housing units across the state with high-speed internet for current and future residents.

At least 13 states intend to undertake “nondeployment” projects as part of their funding under the $42.5-billion BEAD program, according to their initial proposals. The number of states that expect money left over after allocating funds for all unserved and underserved locations could be higher, and perhaps considerably so.

Massachusetts’ is looking at the bigger picture, not just network rollouts. Although Massachusetts already has around 99 percent broadband coverage (based on statistics from the Federal Communications Commission’s national broadband map), there’s still an adoption gap. So, Massachusetts is trying to look at broadband “holistically,” infrastructure as well as “all the other elements that are needed” to make sure people “can really take advantage of the access to the service.” In November 2023, the Massachusetts Broadband Institute launched the Gap Networks Grant Program, a new $145 million g
