House Appropriators Approve Bill on Fiscal Year 2024 Budget for FCC, Other Agencies

The House Committee on Appropriations’ Subcommittee on Financial Services and General Government approved a fiscal year 2024 bill, providing funding for certain federal agencies and proposes, among other things, $381.9 million for the Federal Communications Commission, which is $8.2 million below the FY 2023 enacted level. The bill would prohibit the FCC from from changing rules regarding single connection or primary line restrictions—and from increasing the minimum service standard for the Lifeline program.

The House Appropriations Committee met to consider the Fiscal Year 2024 subcommittee allocations. The measure was approved by the Committee with a vote of 33 to 27. The measure provides $260 million in ReConnect funding.

For fiscal year 2023, the bill includes $29.8 billion in funding, an increase of $4.3 billion (17 percent) over fiscal year 2022. The bill provides annual funding for certain federal agencies, including the Federal Communications Commission.

The House Appropriations Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies approved by voice vote its fiscal year 2023 funding bill. For 2023, the bill provides funding of $27.2 billion– a critical increase of $2.075 billion, 8 percent above 2022. The bill includes over $4.2 billion for rural development programs, investing over $560 million for the expansion of broadband service, including $450 million for the ReConnect Program.

House of Representatives Passes Government Funding Legislation

The House of Representatives passed H.R. 2471, an omnibus spending bill consisting of all 12 fiscal year 2022 appropriations bills and supplemental funding to support Ukraine. H.R. 2471 provides $1.5 trillion in discretionary resources across the 12 fiscal year 2022 appropriations bills. In total, the regular 12 appropriations bills include $730 billion in non-defense funding, a $46 billion increase over fiscal year 2021.

The House passed HR 4502, a package of seven fiscal year 2022 appropriations bills, including the 2022 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies funding bill. The bill, among other things, provides $907 million for the expansion of broadband service, including $800 million for the ReConnect program.
