This playbook serves as a practical guide for U.S. government agencies developing and scaling enterprise AI solutions, with a focus on GenAI technology. More than a technical manual, it balances strategic vision with operational detail to help agencies move from experimentation to implementation with confidence. None of this work is one-size-fits-all; we hope agencies adapt the suggested processes and methodologies to fit their specific needs and uses, and should consult their own legal, security, and compliance offices before implementation.

This right, legally enshrined in our constitution, has set us apart as a beacon of freedom around the world. Even as we take action to reject censorship at home, we see troubling instances of foreign governments and foreign officials picking up the slack. In some instances, foreign officials have taken flagrant censorship actions against U.S. tech companies and U.S. citizens and residents when they have no authority to do so.

The Office of the Special Envoy for Critical and Emerging Technology begins operations at the Department of State. Secretary Blinken established the office as part of the wider modernization agenda because the constellation of critical and emerging technologies reshaping the world is now an integral part of the conduct of US foreign policy and diplomacy.

What do we need to do around the world to make us stronger here at home? And what do we need to do at home to make us stronger in the world?
