House Panel Considers the Role of Permitting in Broadband Deployment

Grace Tepper  |  Analysis  |  Benton Institute for Broadband & Society

Much has been said about the national broadband deployment process being undertaken with the support of the Broadband Equity, Access and Deployment Program. On September 18, the House Subcommittee on Communications and Technology held a hearing to discuss 29 (yes, 29!) bills aimed at streamlining the broadband permitting process to expedite deployment. At the hearing, the subcommittee sought to understand how permitting processes create deployment challenges for internet service providers. The bills could significantly impact broadband deployment by accelerating wireless infrastructure development, reducing environmental protections on federal lands, digitizing the permitting process, and standardizing permitting fees.

The BEAD Plan for Western North Carolina: What You Need to Know

Zoë Walker  |  Analysis  |  Benton Institute for Broadband & Society

Starting on September 27, 2024, Western North Carolina (WNC) was battered by wind and flooding from Hurricane Helene, the costliest natural disaster in North Carolina history. Entire towns were submerged underwater, and mountain communities were turned into islands as communications infrastructure in the region largely failed. Over the last year, residents and advocates have worked tirelessly to rebuild and ensure that WNC isn’t left disconnected again. Land of Sky Regional Council’s Technology Recovery Program distributed over 1,600 devices, including laptops, hot spots, tablets, and cell phones. Local internet service providers came together to distribute hot spots and establish community Wi-Fi. Local leaders are working together to increase broadband access and digital skills. Now, the region has its first look at the plans for a broader investment in communications infrastructure. On August 28, 2025, the North Carolina Division of Broadband and Digital Opportunity released the state’s draft Broadband Equity, Access, and Deployment Program Final Proposal for public viewing and comment.

Building Digital Equity in West Philly: New 5G Tower Installed at 3.0 University Place

Press Release  |  PCs for People

PCs for People joined community leaders, neighbors, and partners to celebrate a major step forward in closing the digital divide—the installation of a new 5G antenna tower at 3.0 University Place. This project is part of a $2.9 million federal grant to bring affordable, high-speed internet to more households across West Philadelphia. Together with the Community College of Philadelphia, Wilco, and University Place Associates, we’re making sure residents have the tools and connections they need to thrive in today’s digital world. The 3.0 University Place tower is the second installation in West Philly, following one at New Market West, with another location coming soon. Along with new infrastructure, eligible residents can also receive low-cost laptops, modems, and digital literacy training through our program.
