NDIA Announces 2025 Cohort of Digital Inclusion Trailblazers

The National Digital Inclusion Alliance (NDIA) is proud to name 58 local governments as 2025 Digital Inclusion Trailblazers, recognizing their critical efforts to close the digital divide.  Representing 25 states, the 2025 pool of applicants is one of the largest for new Trailblazers and demonstrates the ongoing importance of municipal, county, and regional governments in bringing digital opportunities to their residents. NDIA’s Digital Inclusion Trailblazers has set the national standard for excellent digital inclusion work since 2016. Each applicant’s materials are verified for accuracy, assessed for community impact, and posted in an interactive map and searchable database on NDIA’s website. With open sourcing, NDIA provides community advocates and local governments with ways to continue learning, connect with trailblazing peers, and design their own digital inclusion solutions.

This program honors Native nations and entities for their excellence in providing sustainable digital inclusion solutions that address their community and nation’s connectivity, digital skills, and device access. Digital inclusion and equity are essential to a Native nation’s educational, health, economic, cultural, and social needs. Each nation and community is overcoming monumental barriers and finding unique solutions with passionate staff and supportive leadership. The 2025 awardees are:

Texas Awards $29 Million Grant to Lower Colorado River Authority

The Texas Broadband Development Office (BDO) has awarded a $29 million grant to the Lower Colorado River Authority (LCRA) to expand high-speed internet access in rural communities and strengthen flood-monitoring systems across Central Texas. The investment will help internet providers reach rural Texans more affordably, expand and harden flood-monitoring infrastructure, and extend fiber deeper into underserved areas, boosting local economies while improving access to education, health care, and emergency services. The project builds on authority granted by the Texas Legislature in 2021 through Senate Bill 632, which authorized LCRA to develop and operate middle-mile broadband infrastructure to help close the digital divide in rural Texas. Under this model, LCRA builds and operates the core fiber network, while private internet service providers connect to it and deliver service directly to homes, businesses and institutions.

Broadband expansion on hold as feds miss self-imposed deadline to review Pennsylvania's spending plan

Hundreds of millions of dollars to expand broadband access in Pennsylvania through the Broadband Equity, Access and Deployment (BEAD) Program is still on hold, after federal officials failed to meet their self-imposed December 2025 deadline to review the commonwealth’s plan for spending the money. Without federal approval, Pennsylvania cannot finalize agreements with the companies that expect to receive the money, and they cannot begin construction. The cause of the delay is unclear. Pennsylvania submitted its plan on September 4. The federal government promised to review state plans within 90 days. But more than 120 days later, the commonwealth is still waiting.

Governor Newsom announces first-in-the-nation privacy tool allowing Californians to block the sale of their data

Gov. Gavin Newsom (D-CA) and the California Privacy Protection Agency are unveiling a new tool that enables Californians to easily opt out of the sale of their information by data brokers. As of January 1, 2026, Californians can submit a single deletion request to registered data brokers through the Delete Request and Opt-out Platform (DROP). DROP quickly verifies the user’s California residency and then transmits the deletion request to the data brokers. Data brokers must start processing deletion requests on August 1, 2026.  DROP helps give Californians better control over their data and simplifies the process of requesting that data brokers stop sharing and selling their data. Previously, consumers would have to make requests to each data broker individually, making the process extremely difficult and time-consuming.

California Approves Verizon-Frontier Acquisition with Strong Consumer Protections and Oversight

The California Public Utilities Commission (CPUC) approved the transfer of control of Frontier's California operations to Verizon, subject to enforceable conditions, ongoing monitoring, and consumer protections. The decision includes requirements intended to:

  • Expand affordable voice and broadband options, including protections for low-income customers and California LifeLine participants.
  • Support continued broadband investment and network reliability, particularly in communities currently served by Frontier.
  • Establish comprehensive tribal engagement requirements.
  • Further California’s public policy goals of diverse supply chains and workforces, including a $10 million partnership with the California State University system.
  • Protect rural and copper customers through enforceable performance standards, resilience requirements, and oversight.
  • Maintain strong enforcement and monitoring, including reporting requirements and compliance mechanisms.

Rocco Commisso, Mediacom founder and cable pioneer, dies at 76

Rocco Commisso, the colorful founder, chairman, and CEO of Mediacom Communications and owner of soccer clubs in the US and abroad, has died at 76. Born in Calabria, Italy, Rocco immigrated to the US at the age of 12 and later rose to become one of the nation's top entrepreneurs with Italian roots. Alongside his passion for soccer, Commisso was known for his pioneering work in the cable industry during a period in which operators flourished amid waves of mergers and acquisitions and the launch of new services and bundles, including phone, broadband, digital video, and eventually mobile. "Not only is Rocco well deserving of his reputation as one of the financial geniuses of our time, he was also an amazing teacher. He will truly be missed," said Mediacom CFO Jack Griffin.

EU Makes Play to Boost European Telecommunications Investment

The European Commission wants to make it easier for telecommunications operators to upgrade Europe’s critical networks by giving them more access to spectrum and phasing out copper networks over the next decade. The European Union’s executive branch said it would introduce a mandatory phase-out of copper networks for EU member states and a transition to advanced networks between 2030 and 2035 under the Digital Networks Act—a planned piece of legislation unveiled in January 2026.
