Nearly six months on, it has turned from emergency rescue service into a powerful voice of frustration at the slow pace of recovery from the disaster and the perception that federal and state politicians have let residents down. Callers flood the line every day with complaints and questions that reflect the daily grind of life after Katrina, from mold on the walls to delays in getting promised federal trailers.
