McCain Proposal Would Link Video Franchising, 'A La Carte'

Sen. John McCain (R-AZ) plans to introduce legislation at the end of this month to pressure cable providers into offering per channel programming. The measure would reward with relief from local franchise obligations programmers that adopt an so-called a la carte channel model. Sen McCain views per channel pricing as a way for consumers to lower cable bills and control content entering their homes. Under his bill, video providers still would pay franchise fees and incur other obligations -- but they would be subject to less cumbersome statewide or nationwide agreements. Consumers, in turn, would have more choice in selecting specific programming that is attractive to them.
