Implementing STELA

The Federal Communications Commission proposes changes to its satellite television ''significantly viewed" rules to implement Section 203 of the Satellite Television Extension and Localism Act of 2010 (STELA). Section 203 of the STELA amends Section 340 of the Communications Act, which gives satellite carriers the authority to offer out-of-market but ''significantly viewed" broadcast television network stations as part of their local service to subscribers. The STELA requires the Commission to issue final rules in this proceeding on or before November 24, 2010. Comments are due on or before August 17, 2010; reply comments are due on or before August 27, 2010.
