Many advocates of strict net neutrality regulation base their claims on the purported notion that the Internet history is one of a "dumb pipe." A new report by ITIF Research Fellow, Richard Bennett, reviews the historical development of the Internet to show that it always had intelligence built into the core of the network and that it will have to going forward.
