We write to request the [NTIA's] attention to a major question emerging within the BEAD Program. Under the latest BEAD Restructuring Policy Notice, many states likely will — or already do — have leftover BEAD allocations. Given the intent of Congress that these resources be used to expand broadband access nationwide, we respectfully seek clarity on how NTIA will ensure proper stewardship of non-deployment funds to close the digital divide. We respectfully request that NTIA provide: 

Senators Brian Schatz (D-Hawai‘i), Lisa Murkowski (R-Alaska), John Boozman (R-Arkansas), Angus King (I-Maine), Gary Peters (D-MI), Dan Sullivan (R-Alaska), Kevin Cramer (R-ND), and Ed Markey (D-MA) introduced the Health Care Broadband Expansion During COVID-19 Act. The new bipartisan bill directs $2 billion to help health care providers increase their broadband capacity and expand telehealth services during the current public health crisis. The Health Care Broadband Expansion During COVID-19 Act would:

[Op-ed] National debates too often miss the reality on the ground in Alaska, and that reality is at the forefront of my mind when I’m considering the current debate about Net Neutrality. I strongly support a free and open internet and agree with those concerned about internet service providers prioritizing one website’s traffic over another’s or throttling access to certain content. I also believe and prefer Congress, not an executive agency like the Federal Communications Commission (FCC), should legislate protections for the internet.
