Culpeper County terminates its All Points Broadband contracts, company ends project

The final nail in Culpeper County’s (VA) broadband project has been struck. All Points Broadband recently emailed customers who had pre-registered for the project to tell them it wouldn’t be happening, placing the blame solely on Culpeper County. The county partnered with APB in 2020 to use Virginia Telecommunications Initiative funding, applied for and awarded through the Department of Housing and Community Development, to bring high-speed broadband internet service to approximately 4,300 unserved homes through the construction of 536 miles of fiber.

All Points’ Culpeper project called ‘abject failure’

An “abject failure” is how one Culpeper County Supervisor characterized the county’s broadband project with All Points Broadband. At a January 2025 board meeting, All Points Senior Vice President of Business Development Tom Innes gave an update on the project, one that was extremely similar to the one he gave in November even though the company has a contracted deadline to be 80 percent complete with the project by the end of February.
