The nation’s technology industry at first glance looked like a winner in the Justice Department’s move to block AT&T’s acquisition of Time Warner. A merged company probably would be a stronger company, allowing it to control, for example, both the creation of “Game of Thrones” and the delivery of episodes to millions of fans. Stopping that merger, experts say, stands to help potential rivals, including a cohort of ambitious tech companies — such as Google, Facebook and Amazon — that in recent years have forced their way into the battle for American entertainment dollars.

The ads that emerged, a sampling of the 3,000 that Russians bought during the 2016 presidential campaign and its aftermath, demonstrated in words and images a striking ability to mimic American political discourse at its most fractious.

Google now knows when its users go to the store and buy stuff

Google will begin using data from billions of credit and debit card transactions — including card numbers, purchase amounts and time stamps — to solve the advertising juggernaut’s long-standing quest to prove that online ads prompt consumers to make purchases in brick-and-mortar stores. The advance, which enables Google to tell retailers how many sales they created through their digital ad campaigns, is a step toward what industry insiders have long described as the “holy grail” of digital advertising. If effective, the program could help persuade marketers to choose Google’s services over the television advertising that still gobbles up the lion’s share of retailers’ ad budgets. “Google — and also Facebook — believe that in order to get digital dollars from advertisers who are still primarily spending on TV, they need to prove that digital works,” said Amit Jain, chief executive of Bridg, a digital advertising startup that matches online to offline behavior.

Uber faces DOJ criminal probe over the secret 'Greyball' tool it used to stymie regulators

Apparently, the Justice Department has launched a criminal investigation into Uber's use of a secret software that was used to evade authorities in places where its ride-hailing service was banned or restricted. The investigation, in its early stages, deepens the crisis for the embattled company and its chief executive and founder, Travis Kalanick, who has faced a barrage of negative press this year in the wake of high-profile sexual harassment complaints, a slew of executive departures and a consequential trade-secrets lawsuit from Google's parent company.

The federal criminal probe focuses on software developed by Uber called "Greyball." The program helped the company evade officials in cities where Uber was not yet approved. The software identified and blocked rides to transportation regulators who were posing as Uber customers in an effort to prove that the company was operating illegally.

The US government’s ‘witch hunt’ to root out a Trump critic has now sparked an investigation

The federal government’s effort to root out an anonymous critic of President Donald Trump’s immigration policies has sparked an investigation into whether officials abused their authority by demanding that Twitter reveal the identity of one of its users, according to a letter released April 21. The Twitter account was part of an explosion of anonymous online criticism of Trump that began shortly after his inauguration in January and appeared to emanate from within many federal agencies. The Department of Homeland Security’s effort to identify the user behind one of these accounts — @ALT_uscis, which uses the acronym for U.S. Citizenship and Immigration Services — prompted a summons to Twitter demanding that the company reveal the identity of the user, who was thought to be a federal employee.

The March 14 summons provoked a lawsuit from Twitter and sharp criticism from privacy advocates. Amid this backlash, federal officials rescinded the summons, and the company dropped its suit, appearing to resolve the case. But DHS Inspector General John Roth decided to investigate possible abuse of authority in this case, as well as “potential broader misuse of summons authority” within the department, he wrote in a letter to Sen Ron Wyden (D-OR), who had called the effort to unmask the Twitter user a “witch hunt.”

The US government has withdrawn its request ordering Twitter to identify a Trump critic

The legal battle between Twitter and the US government ended April 7, after the Department of Homeland Security withdrew its demand that the tech company release information to identify an account holder whose tweets are critical of President Donald Trump on Twitter. The lawsuit threatened to become a major battle over free speech between Silicon Valley and Washington. But it was over almost before it began. The tech company had filed a lawsuit April 6 to protest the order, saying that it violated the user's First Amendment right to free expression. But Twitter dropped its suit the next day, saying in a court filing that "[because] the summons has now been withdrawn, Twitter voluntary dismisses without prejudice all claims."

Google facing FTC scrutiny over privacy — yet again

Consumer advocates have filed a complaint with the Federal Trade Commission charging that Google violated user privacy through a policy change that gives the company more leeway to build profiles of people as they browse the Web and use Google services. The complaint, submitted by advocacy groups Consumer Watchdog and the Privacy Rights Clearinghouse, alleges that Google acted in a “highly deceptive manner” in changing its privacy policy in June to allow the merging of data collected by various services owned by the company, such as Google Maps, Google search and the DoubleClick online advertising service. The result, the groups say, allows for the gathering of more comprehensive information on most people who use the Web. The changes, which were activated if users opted in when prompted by a query, were widely covered by tech-oriented news sites at the time.

Russian propaganda effort helped spread ‘fake news’ during election, experts say

The flood of “fake news” this election season got support from a sophisticated Russian propaganda campaign that created and spread misleading articles online with the goal of punishing Democrat Hillary Clinton, helping Republican Donald Trump and undermining faith in American democracy, say independent researchers who tracked the operation. Russia’s increasingly sophisticated propaganda machinery — including thousands of botnets, teams of paid human “trolls,” and networks of websites and social-media accounts — echoed and amplified right-wing sites across the Internet as they portrayed Clinton as a criminal hiding potentially fatal health problems and preparing to hand control of the nation to a shadowy cabal of global financiers.

The effort also sought to heighten the appearance of international tensions and promote fear of looming hostilities with nuclear-armed Russia. Two teams of independent researchers found that the Russians exploited American-made technology platforms to attack US democracy at a particularly vulnerable moment, as an insurgent candidate harnessed a wide range of grievances to claim the White House. The sophistication of the Russian tactics may complicate efforts by Facebook and Google to crack down on “fake news,” as they have vowed to do after widespread complaints about the problem.

Makers of surveillance systems are offering governments across the world the ability to track the movements of almost anybody who carries a cellphone, whether they are blocks away or on another continent.

The technology works by exploiting an essential fact of all cellular networks: They must keep detailed, up-to-the-minute records on the locations of their customers to deliver calls and other services to them. Surveillance systems are secretly collecting these records to map people’s travels over days, weeks or longer, according to company marketing documents and experts in surveillance technology.

While the world’s most powerful intelligence services, such as the National Security Agency and Britain’s GCHQ, long have used cellphone data to track targets around the globe, experts say these new systems allow less technically advanced governments to track people in any nation -- including the United States -- with relative ease and precision.
