FCC broadband report ignores affordability issue

There are several serious problems with the Federal Communications Commission's 2019 Broadband Deployment Report, but here’s the one we’re most concerned about: The FCC majority has chosen, once again, to ignore the critical issues of broadband cost and affordability in its analysis of “whether advanced telecommunications capability is being deployed to all Americans in a reasonable and timely fashion.” The cost of broadband Internet service, and households’ ability to pay that cost, are important determinants of broadband access.

Innovators in Digital Inclusion: E2D

In this series, the Benton Foundation and the National Digital Inclusion Alliance (NDIA) explore the origins, strategies, challenges and funding mechanisms for successful digital inclusion organizations. In this article, we examine E2D, also known as Eliminate the Digital Divide -- a nonprofit in Charlotte (NC) that began with a focus on closing the homework gap. The mission of E2D is to ensure that all students have affordable access to essential at-home technology and digital literacy training to support academic success and prepare students for college, careers, and beyond.

FCC Commissioner Starks’ Digital Inclusion Visits

The National Digital Inclusion Alliance is proud to have facilitated digital inclusion visits for newly appointed Federal Communications Commissioner Geoffrey Starks. After he attended a forum on the rural and urban broadband digital divide hosted by Rep Emanuel Cleaver II (D-MO), Commissioner Starks attended a meeting of the Kansas City Coalition for Digital Inclusion, sharing why digital equity is important to him. Discount Internet Guidebook

This guidebook has a twofold purpose. It is a practical guide for digital inclusion practitioners -- local community-based organizations, libraries, housing authorities, government agencies, and others working directly with community members in need of affordable home broadband service. This guidebook also contains recommendations for policymakers and internet service providers to improve current offers and establish new offers.

Worst Connected Cities 2016

Using data from the 2016 American Community Survey (ACS), released in September 2017 by the US Census Bureau, the National Digital Inclusion Alliance ranked all 185 US cities with more than 50,000 households by the total percentage of each city’s households lacking fixed broadband internet subscriptions. Note that this data is not an indication of the availability of home broadband service, but rather of the extent to which households are actually connected to it.

The FCC's Blurry Vision of Satellite Broadband

[Commentary] In Feb 2018, the Federal Communications Commission released its most recent Broadband Deployment Report, which bases its analysis on 2016 data delivered by all Internet providers. At first glance, improvements in broadband coverage are noticeable; a national summary of the accompanying map indicates that over 95 percent of all Americans now have access to the official broadband threshold (25 Mbps downstream and 3 Mbps upstream). The intuitive “fixed” technologies (DSL, Cable, Fiber) made up over 95% of all 25/3 entries in the 2014 and 2015 records.

Digital Inclusion Innovators Visit Policymakers

On February 27 and 28, in partnership with the Benton Foundation, three digital inclusion innovators, joined NDIA's Angela Siefer for a round of meetings in DC. Amina Fazlullah, NDIA’s Policy Advisor and a Mozilla Tech Policy Fellow, made arrangements for four visits to senate offices and two visits to FCC commissioner offices, in addition to a meeting with Mozilla Tech Policy Fellows and an update on potential infrastructure legislation from SHLB Coalition’s John Windhausen. Thanks to Susan Corbett, we also met with Senator Angus King (I-Maine).

Digital Inclusion and Outcomes-Based Evaluation

In recent years, government agencies, private foundations, and community-based organizations have increasingly sought to understand how programs that promote digital inclusion lead to social and economic outcomes for individuals, programs, and communities. This push to measure outcomes has been driven, in part, by a larger trend to ensure that dollars are being used efficiently to improve lives rather than simply to deliver services. A new report, published by Benton Foundation, describes the challenges facing community-based organizations and other key stakeholders in using outcomes-based evaluation to measure the success of their digital inclusion programs and offers recommendations toward addressing these shared barriers. This new research builds off Dr. Colin Rhinesmith’s Digital Inclusion and Meaningful Broadband Adoption Initiatives, released in early 2016. That report identified the core offerings of digital inclusion organizations – from providing low-cost broadband, and the devices to connect to it, while helping new broadband adopters gain the skills they need to navigate the Internet and online services. In this national study of digital inclusion organizations, Dr. Rhinesmith also noted that most of the digital inclusion organizations that participated in this study did not have outcomes-based evaluation frameworks. However, all recognized the importance of having them. This finding led us to conduct this deeper research on the challenges surrounding outcomes-based evaluation. Twenty-some years ago community technology centers offered training and public access to computers (a few with Internet access). Today we have digital inclusion programs provided by community-based organizations, libraries, and local government. The purpose twenty years ago was not the technology but what one could do with it. The same is true today. The difference is that we are now trying to clearly define the outcomes of access and use of the technology. What we do with the technology and the outcomes will continue to evolve as the technology evolves.

This report describes the challenges facing community-based organizations and other key stakeholders in using outcomes-based evaluation to measure the success of their digital inclusion programs and offers recommendations toward addressing these shared barriers.



Innovators in Digital Inclusion: Multnomah County Library

Like most public libraries across the United States, Multnomah County Library (MCL) has long provided access to public computers, the Internet (through Wi-Fi), and personalized training to the community it serves. MCL has leveraged grants and partnerships to provide tailored services to community members with low technology literacy and few resources. The library is a primary partner in a collaborative, regional digital inclusion effort that includes:1) documenting community needs, 2) increasing access to low-cost devices and broadband service, and 3) delivering training where it’s needed most. In recent years, the library has focused increasingly on technology-related service in languages other than English, including Spanish, Russian, Vietnamese and Chinese. Multnomah County Library is the largest provider of free broadband access, equipment, and training in the greater Portland area. MCL will host approximately two million free Wi-Fi and public access computing sessions this year. The library also offers about 1,900 classes, open labs, and individual tutoring sessions each year to help people get online, use their devices, and build digital literacy skills.
