In the aftermath of Putin’s invasion of Ukraine, a new iron curtain has descended on Russia’s Internet, with a multitude of social networks, online services, and payment services, either leaving the Russian market entirely or imposing significant restrictions on their services. In addition, providers of core technical Internet infrastructure, including domain name registrars, SSL certificate authorities, and Internet backbone providers, have come under pressure to respond, either in response to directly pleas from the Ukrainian government or due to legal obligations from global sanctions.

Antitrust enforcement traditionally has been a liability regime in which companies and the government seek compensation in courts for injuries following anticompetitive conduct. Antitrust in the United States has predominantly remained an enforcement mechanism instead of the more administrative systems of enforcing competition laws such as the ones in Europe. However, critics of the judicial process’s complexity, length, and costs expressed concerns with traditional antitrust enforced through courts.

When Will We See BEAD Grants?

When we’ll be able to file for grants from the Broadband Equity, Access, and Deployment (BEAD) program? The short answer to the question is that we can’t know yet. But we know all of the steps that must be taken by a state before it can start offering grants. We have a date for the first step of the process. On May 15, the National Telecommunications and Information Administration will release a Notice of Funding Opportunity (NOFO) for the BEAD program. This document will flesh out the NTIAs understanding of how the grant process will work.
