The Federal Communications Commission has proposed fining NBC-owned WMAQ-TV Chicago $10,000 for failing to publicize the “the existence and location” of its children’s TV programming reports. The station had volunteered as part of a 2005 license renewal application that it had inadvertently failed to announce the information, but had since rectified the situation.

InStat predicts that within the next three years more than 16 million US households will use their broadband service more than they use their TV sets. Up to 30% of viewers will drop subscription TV and use the Internet for watching TV. More than 40% say they aren't getting enough international news and information from their current TV service, despite having hundreds of channels to choose from.

Online learning continues to grow at a rapid pace, with 30 states -- six more than last year -- now offering state-led programs or initiatives, according to the latest report from the North American Council for Online Learning (NACOL). But the group warns that more oversight of online learning programs is needed if this growth is to continue, and it urges administrators to make sure their online courses are equally accessible to all students.

European Union nations clinched a deal late on Friday to fund an ambitious satellite navigation project to rival the U.S. Global Positioning System using unspent cash from the EU budget. Ministers agreed to finance a 2.4 billion euro ($3.55 billion) shortfall in start-up costs of the Galileo system by redeploying unspent money for farm subsidies and competitiveness projects.
