We have heard for years that the U.S. lags behind many other countries when it comes to broadband. But just how far behind are we and why? That simple question stirs an often acrimonious debate. Are we really behind? If we are is it largely because of factors like population density and computer literacy levels? Or is it a result of failed broadband policies especially with regard to competition. As the Federal Communications Commission embarks on implementing its national Broadband Plan, it is good time to sort out the facts.
