The Federal Communications Commission proposed $8,778,527.39 in fines against 22 applicants in the Rural Digital Opportunity Fund (RDOF) Phase I Auction (Auction 904) for apparently violating Commission requirements by defaulting on their bids between May 3, 2022, and December 16, 2022. Two applicants also failed to submit their audited financial paperwork, resulting in an additional monetary liability. The FCC provided clear guidance in its rules and notices on the monetary forfeitures associated with defaults in Auction 904.

The Public Service Commission of Wisconsin (PSC) awarded $139,929.92 in funding from the Universal Service Fund Lifeline Outreach Grant Program to two recipients. The grants were awarded to entities that will assist low-income customers in obtaining affordable access to telecommunications services through the Lifeline program. Project 211 Get Connected was awarded $89,576.92, and the Indianhead Community Action Agency (ICAA) Lifeline Outreach Program was awarded $50,353.00.

The Department of the Treasury approved $115.5 million for high-speed internet projects in Hawaii under the American Rescue Plan’s Capital Projects Fund. The state will invest $101.7 million of the award in the Hawaii Subsea Middle Mile Program designed to address the unique subsea cable infrastructure that’s needed to provide connectivity between the islands to ensure they have reliable, high-speed internet access.

The Federal Communications Commission is committing nearly $21 million in a new funding round through the Emergency Connectivity Fund (ECF) Program, which provides digital services for students in communities across the country. The funding commitment will benefit approximately 55,000 students across the country, including students in California, Colorado, Illinois, Kentucky, New Mexico, Ohio, Pennsylvania, and Puerto Rico.

Focus Broadband has completed the final stages of a project in Brunswick County (NC). Residents and businesses in the communities of Northwest and Sandy Creek now can access gigabit speed service. Focus Broadband was awarded $1.4 million to provide high-speed Internet to more than 1,000 addresses in Brunswick County in North Carolina’s special supplementary round of the Growing Rural Economies through Access to Technology (GREAT) program.

The Department of Commerce’s National Telecommunications and Information Administration (NTIA) awarded grants totaling $5,841,477.13 to 12 Tribes as part of the Tribal Broadband Connectivity Program (TBCP). In the next few months, NTIA will release a second Notice of Funding Opportunity (NOFO) for an additional round of funding from the TBCP program.  The Tribes awarded are:

Under the National Deaf-Blind Equipment Distribution Program (NDBEDP), also called “iCanConnect,” the Federal Communications Commission may provide up to $10 million annually from the interstate telecommunications relay service fund (TRS Fund) to support local programs that distribute equipment to eligible low-income individuals who are deafblind, so that these individuals can access telecommunications service, Internet access service, and advanced communications services. On April 25, the FCC announced the funding allocations for the NDBEDP for 2023-2024.

Conexon, which typically partners with rural electric cooperatives to launch broadband networks, is planning to deliver its first community broadband partnership project,] in East Carroll Parish, Louisiana. The company says it was selected by "a consortium of community organizations" to build and operate a fiber network across the parish that will connect approximately 1,500 homes and businesses. Chief among those organizations is Delta Interfaith, a community group working to close the digital divide in East Carroll.
