A new study, Broadband Internet in the U.S.

Twenty-six US senators—led by Sens Shelley Moore Capito (R-WV), Jacky Rosen (D-NV), Roger Wicker (R-MS), John Thune (R-SD)—sent a letter to Federal Communications Commission Chairwoman Jessica Rosenworcel highlighting important next steps in ensuring that the National Broadband Map provides a reliable depiction of broadband availability across the country. More fiber was deployed in 2022 than ever before. Research performed by RVA LLC Market Research & Consulting (RVA) shows that fiber providers passed 7.9 million additional homes in the US in 2022—the highest annual deployment ever, even with challenges in the materials supply chain and labor availability. According to RVA, there are now a total of 68 million fiber broadband passings in the US, up 13% over the past 12 months and up 27% over the past 24 months. Excluding homes with two or more fiber passings, 63 million unique homes have now been passed.

In November 2022, the Federal Communications Commission released our pre-production draft of its new broadband maps. For the first time ever, the maps reflect broadband availability at the physical location level. In fact, prior FCC maps only provided this information at the census-block level. That means these new maps provide the best picture available to date of where broadband is and is not available across the country, and the maps will only get better over time as the FCC gets input from stakeholders across the country.

The Broadband Connectivity Index (BCI) measures overall internet connectivity and compares it across areas. The BCI uses principal components analysis of the availability of internet service, how many people have internet service at home, and the speed of internet service. The BCI is adjusted to range from zero (worst) to one (best), by county.

Here are the 2023 reasonable comparability benchmarks for fixed voice and broadband services for eligible telecommunications carriers (ETCs) that are subject to broadband public interest obligations. 

The Vermont Department of Public Service (PSD) released the results of a drive test, conducted in conjunction with the Agency of Transportation (AOT), to determine mobile wireless coverage throughout the state. “Identifying areas that lack service is a critical step toward the expansion and improvement of mobile wireless service around the state, and we are glad to have contributed to that effort,” said Transportation Secretary Joe Flynn.

Recent legislation included big increases in federal funding for the deployment of broadband, which is increasingly critical to daily life, but unavailable in some areas. Our analysis found that thousands more skilled workers will be needed to deploy broadband and 5G funded by recent federal programs. If this work is spread over 10 years, the funding would support about 23,000 additional workers at its peak. A shorter timespan could require even more of them. We found mixed evidence on whether there's a shortage of these workers.

The Lifeline program and the Affordable Connectivity Program (ACP) serve a vital role in providing low-income Americans with affordable access to essential communication services. Between November 21 and December 8, 2022, the National Lifeline Association (NaLA) surveyed more than 60,000 customers who use the Lifeline and/or ACP program about who they are and how they use the programs. Survey results indicate that low-income consumers use Lifeline and/or ACP service to connect to family and to access other government programs, healthcare, jobs and online education.

When the Federal Communications Commission's new broadband maps came out, we were quick to compare the number of unserved locations in the new maps to the number of unserved housing units in the previous Form 477 data. As expected, the number of unserved locations doubled, from 3.6 million to 7.8 million. But that comparison isn’t apples-to-apples.
