On October 23, 2017, Federal Communications Commission Chairman Ajit Pai responded to multiple Members of Congress regarding First Amendment freedoms and the independence of the FCC. Numerous lawmakers, notably House Commerce Committee Ranking Member Frank Pallone, Jr. (D-NJ), Communications Subcommittee Ranking Member Michael Doyle (D-PA), and Rep Anna Eshoo (D-CA), had written to Chairman Pai over the influence of a radio network funded by the Russian government being used on U.S. airwaves to influence the 2016 presidential election.

Using “public interest algorithms” to tackle the problems created by social media algorithms

[Commentary] The ramifications of Russian exploitation of social media exceed its potential electoral impact. It even exceeds the involvement of the Russians. The broader ramifications are how social media algorithms divide us, how those divisions can be exploited, and whether there are solutions. By fracturing society into small groups, the internet has become the antithesis of the community necessary for democratic processes to succeed. This is bigger than the current discussion of political advertising rules for the internet.

Their reluctance frustrated lawmakers who sought stronger evidence that American elections will be protected from foreign powers. The hearing, the first of three in two days for company executives, served as an initial public reckoning for the internet giants.

Tech industry outlines proposals for online ad disclosure legislation

The Internet Association, a trade group representing internet platforms like Facebook and Google, outlined principles for what the industry would like to see in online ad disclosure legislation. The wish list includes oversight from the Federal Election Commission and a set of uniform rules applied to all websites equally.

CLC, Pro-Trump PAC Prod FEC on Online Disclosures

The Campaign Legal Center is teaming up with a pro-Trump PAC to try and force the Federal Election Commission to establish strong online ad disclosure rules. CLC has teamed up with the Take Back Action Fund (TBAF) to file an advisory opinion request with the FEC that they say requires the commission to address the issue of online ad transparency by the end of 2017. They don't want a new election cycle to rev up without the protective gear of strong disclosure. By law the FEC must respond to the request within 60 days, they said.

Facebook, Google and Twitter arrived on Capitol Hill for two days of marathon hearings that started on Oct 31 with the Senate Judiciary subcommittee on crime and terrorism. Top executives for the social media giants are being grilled by lawmakers investigating Russia’s meddling in the 2016 election, including how the online platforms were used to spread misinformation and propaganda. Ahead of the hearings, all three companies announced on Oct 30 that the number of Russian-linked accounts on their sites were higher than previously disclosed.

Tech Giants Disclose Russian Activity on Eve of Congressional Appearance

Facebook, Google and Twitter are set to divulge new details showing that the scope of Russian-backed manipulation on their platforms before and after the US presidential election was far greater than previously disclosed, reaching an estimated 126 million people on Facebook alone, according to people familiar with the matter, prepared copies of their testimonies and a company statement. Facebook estimates that 470 Russian-backed accounts connected to a single pro-Kremlin firm, the Internet Research Agency, churned out 80,000 posts on Facebook between January 2015 and August 2017, the social
