Think Tanks’ Dirty Little Secret: Power, Public Policy, and Plagiarism

Location:
Harvard University, Cambridge, MA, 02138, United States
Recommendation:
1

In academics, idea plagiarism is a sin of the first magnitude, whereas in business and politics, it is considered, well, academic - of no practical significance. Where do think tanks fit on that spectrum? Are they fish or fowl, or neither?

The Real Meaning of the GSA Scandal

Location:
General Services Administration (GSA), 1800 F Street, NW, Washington, DC, 20405, United States
Recommendation:
2

The FCC and NTIA together manage public assets worth about $1 trillion -- about twice as much as GSA manages. Which has wasted more taxpayer assets: the GSA or FCC-NTIA? In my judgment, the FCC-NTIA wins hands down.

The Federal Agency You've Never Heard of

Location:
National Telecommunications and Information Administration (NTIA), 1401 Constitution Ave, Washington, DC, 20230, United States
Recommendation:
2

Management of spectrum is divided between two federal agencies, the Federal Communications Commission and National Telecommunications and Information Administration. The NTIA manages spectrum primarily for government services on behalf of Federal agencies such as the Department of Defense, Department of Homeland Security, and Department of Transportation.

On Behalf of the 1%, the Best Bargain Since Manhattan

Location:
Capitol Building, East Capitol Street, NE and 1st Street, NE, Washington, DC, 20002, United States

The Middle Class Tax Relief and Job Creation Act of 2012 has been publically promoted as a bill to extend payroll-tax cuts, thereby providing about $100 billion in tax relief to the bottom 99% of Americans by income. Unmentioned is that the bill, by bipartisan agreement, sets in motion a much larger transfer of public assets to the top 1%. For bundled into the bill's fine print and camouflaged in the Orwellian doublespeak of "Incentive auctions" is a giveaway of public spectrum assets (popularly known as "public airwaves") worth over $200 billion, which would make it the largest corporate welfare program in history.

Recommendation:
2

This paper recommends asking the president of the United States to 1) use the new technologies so the American people can more easily monitor his public, official actions, and 2) serve as a showcase for Congress and the rest of the executive branch of government-wide information sharing for democratic accountability.

Whither Journalistic Ethics? Why Politico has fallen short in its coverage of spectrum issues

Location:
Allbritton (DC), 1100 Wilson Blvd, Arlington, VA, United States
Recommendation:
2

Why doesn't Politico disclose Allbritton Communications' ownership when reporting on spectrum issues?

The Broadcast Industry's Free TV Scam Redux

Location:
Washington, DC, United States
Recommendation:
2

On October 20, 2011, the Free TV and Broadband Coalition held a press conference at the National Press Club announcing its proposed alternative to the incentive spectrum auctions endorsed by President Obama and key members of Congress, including those serving on the deficit reduction supercommittee. Listening to the plan I was reminded of Milton Maltz, the billionaire TV broadcaster who led the broadcasters' brass knuckles Free TV campaign in the early 1990s.

What Is the Democratic Function of the White House's We The People Petition Website?

Location:
The White House, 1600 Pennsylvania Avenue NW, Washington, DC, 20500, United States
Recommendation:
1

The democratic purpose of the We The People website should not be to poll public opinion on hot button issues. It should be to help put new issues on the public agenda that aren't already there by making it easier for politically underrepresented groups to mobilize themselves.

Could Federal Government Privacy Policy Kill Online News?
