Chairman Pai's Response to California Members of Congress Regarding the Rural Digital Opportunity Fund

On Jan 29, 2020, Reps Anna Eshoo (D-CA), Jerry McNerney (D-CA), Doris Matsui (D-CA), and Tony Cárdenas (D-CA) wrote to Federal Communications Commission Chairman Ajit Pai expressing concern that the FCC was moving forward on its Rural Digital Opportunity Fund (RDOF) in a haphazard manner without consluting states that share the goal of effectively serving residents with broadband.

Data on Internet Access Services as of December 31, 2018

Total Internet connections increased by about 4.9% between December 2017 and December 2018 to 441 million. Mobile Internet connections increased 5.7% year-over-year to 331 million in December 2018, while fixed connections grew to 111 million – up about 2.5% from December 2017. Over 54% of connections were at 100 Mbps or more (downstream). Nearly 75% of connections were 25 Mbps or more. The median downstream speed of all reported fixed connections was 100 Mbps.

Data on Internet Access Services as of June 30, 2018

Total Internet connections increased by about 4.9% between June 2017 and June 2018 to 429 million. Mobile Internet connections increased 5.7% year-over-year to 320 million in June 2018, while fixed connections grew to 109 million – up about 2.8% from June 2017. Nearly 48% of connections were at 100 Mbps or more (downstream). Over 73% of connections were 25 Mbps or more. The percentage of fixed connections with a downstream speed of at least 25 Mbps has grown from 50% (or 50 million connections) in June 2015 to 74% (or 80 million connections) in June 2018.

FCC Opens Second E-Rate Application Window for Funding Year 2020

The Federal Communications Commission’s Wireline Competition Bureau opened a second funding year 2020 filing window to allow schools to request additional E-Rate funding specifically to address increased on-campus bandwidth needs. Schools across the United States continue to face unprecedented disruptions and challenges due to the COVID-19 pandemic. As the school year begins, many school districts are relying on remote learning, either in whole or in part, to educate students.

On April 9, Reps David Trone (D-MD), Steny Hoyer (D-MD), Dutch Ruppersberger (D-MD), John Sarbanes (D-MD), Andy Harris (R-MD), Anthony Brown (D-MD, and James Raskin (D-MD) wrote to Federal Communications Commission Chairman Ajit Pai about the Rural Digital Opportunity Fund (RDOF), particularly calling to revise eligibility for the program so that states with existing investments to build out their capacity are not disqualified from receiving RDOF funding.
