[Commentary] A cell phone outage here, an Internet shutdown there, and pretty soon the laudable idea of protecting the public safety is lost and censorship becomes a law enforcement tool. That's unacceptable. Remember the uproar that greeted the Egyptian government when it disrupted mobile phones and social media to stem the democracy uprisings? British Prime Minister David Cameron is considering doing the same in the wake of riots in his country. Shutting off cell phones to silence protests can't be condoned.
