Do Digital Inclusion Initiatives Have Any Impact?

The recent surge in digital inclusion initiatives at the local, state, and federal levels has sparked increased interest among researchers and policymakers in evaluating their impact on the communities they aim to serve. Further, the growing array of programs and the solutions offered—such as subsidized broadband, digital literacy training, and digital navigation support—provide valuable opportunity to examine how these interventions affect communities and individuals who have historically lacked reliable broadband access or did not consistently use it. Additionally, with billions of dollars appropriated to establish initiatives to promote digital equity and inclusion, a review of existing evidence on how effectively programs achieved their goals can provide insights for designing and implementing more effective and sustainable digital inclusion efforts. A note of caution is due here, however, given that the articles reviewed are limited to those published in English Language between 2019 and April 2024.

CPUC Reaches Milestone $1 Billion in Broadband Grants to Connect Communities Across California

The California Public Utilities Commission (CPUC) marked a historic achievement by surpassing $1 billion in grants dedicated to expanding broadband networks throughout California. This monumental funding will empower communities across the state, from rural areas to urban centers, by expanding access to high-speed internet—a crucial resource for education, healthcare, and economic development. This milestone was reached with the approval of $225 million in the 10th round of grants for last mile broadband projects as part of the $2 billion Last Mile Federal Funding Account grant program, which expands broadband internet access for underserved and unserved communities in California. This continues a rolling process of awards and recommendations, highlighting the state’s commitment to bridging the digital divide through Broadband For All.

Net neutrality is truly dead—that's bad news for the FCC and consumers

The Sixth Circuit Court of Appeals ruled against the Federal Communication Commission’s attempt to reinstate net neutrality. The decision puts perhaps the final nail in the coffin for open internet regulation. And that's bad news, not just for consumers, but also the FCC. Circuit Judge Richard Griffin wrote the opinion, which he kicked off by saying the Court agreed with Congress which has said the internet has “flourished, to the benefit of all Americans, with a minimum of government regulation.” But I would ask: is the internet really flourishing? It may have flourished for the first 20 years as it grew up, but have you tried doing a Google search lately? The first page of many Google searches is now total garbage where you don’t get your questions answered. You usually must move on to page 2 in hopes of any real search results with named sources. Now there's nothing stopping broadband providers from adopting the same kind of paid prioritization scheme.

New Leadership for House Commerce Committee in the 119th Congress

As the 119th Congress convenes, the House's legislative and oversight agenda for all things broadband will likely start and live with the House Committee on Energy and Commerce. Here we look at changes in leadership in this key committee and how the priorities of these new leaders may impact broadband policy. Republicans tapped Rep. Brett Guthrie (R-KY-2) to chair the Commerce Committee. On December 20, Chairman Guthrie named Rep. Richard Hudson (R-NC-09) to be Chairman of the Subcommittee on Communications and Technology for the 119th Congress. And Chairman Hudson will be joined by new Subcommittee Vice Chair Rick Allen (R-GA-12).
