2017 Telecom Priorities for Congress and the FCC

The incoming Trump administration will likely bring fundamental changes at the FCC. Many expect Chairman Wheeler’s signature policy shift—using the pretext of net neutrality rules to classify Broadband Internet Access Services as a telecommunications service under Title II of the Communications Act—to be undone. How that is done matters immensely. Does a unified Republican government seize the opportunity for a comprehensive update to the Communications Act? Or does a smaller grant of authority for basic open Internet rules make more sense? Or can the FCC handle reverting Title II on its own? What would any of these changes mean for key policy issues like net neutrality, broadband privacy, and Lifeline support for low-income broadband users?
