Schools, Libraries are Obvious Setting for Telehealth

When communities design broadband infrastructure to facilitate healthcare and telehealth delivery, they obviously plan to connect medical practitioners’ hospitals, offices, and other healthcare facilities. Network connections to homes are growing in importance as government policies and market forces favor telehealth deployments. What about schools and libraries? In many communities, school districts and libraries outperform broadband in people’s homes.

A few months ago, Verizon made it clear its capital expenditure (CAPEX) would be declining, and the company's deployment would see no impact despite billions in tax cuts and regulatory favors from the Trump Federal Communications Commission. Both AT&T and Verizon have similarly announced massive workforce reductions as well.

Social media won't regulate itself. How should we?

2019 is likely to see many debates on possible regulatory strategies for social media platforms. We offer several ideas to help shape those debates. First, it’s necessary to prohibit the data-intensive, micro-targeted advertising-dependent business model that is at the heart of the problem. Second, it’s vital that countries craft rules that are appropriate to their particular domestic social, legal, and political contexts. Third, and most provocatively, it’s time to consider non-commercial ownership of social media entities–including nonprofit or some form of public ownership.

A T-Mobile-Sprint merger would be onerous for California's working families

A proposed merger of T-Mobile and Sprint, the country’s third- and fourth-largest wireless operators, would have a profound impact on Californians. Wireless prices will rise so the merger will be particularly onerous for customers on tight budgets. In California especially, low-income customers tend to be people of color and immigrants. The merger would therefore disproportionately burden this vulnerable group — many of whom rely on cellphones as their only form of internet access.

If 5G Is So Important, Why Isn’t It Secure?

The Trump administration’s so-called “race” with China to build new fifth-generation (5G) wireless networks is speeding toward a network vulnerable to Chinese (and other) cyberattacks. So far, the Trump administration has focused on blocking Chinese companies from being a part of the network, but these efforts are far from sufficient.

Is the tech backlash going askew?

We sympathize with the increased anxiety over the poor data hygiene practices of leading tech platforms. And we agree that legislation clarifying the duties of those who collect and use personal information is important, as is delineating enforcement responsibilities among agencies and jurisdictions. We’re concerned, however, by the passionate but incomplete argument that it’s time to jettison decades of antitrust policy that limits the government to intervening only when market concentration has, or could, cause higher prices for consumers.

The World Is Choking on Digital Pollution

The question we face in the digital age is not how to have it all, but how to maintain valuable activity at a societal price on which we can agree. Just as we have made laws about tolerable levels of waste and pollution, we can make rules, establish norms, and set expectations for technology.  Perhaps the online world will be less instantaneous, convenient, and entertaining. There could be fewer cheap services. We might begin to add friction to some transactions rather than relentlessly subtracting it. But these constraints would not destroy innovation.

It’s time to try something different on Internet privacy

Despite the failures of our current online privacy ecosystem, some lawmakers are considering doubling down on policies that do not work. But no matter how much control companies give us over our data, it will never work online. That’s because control and transparency place the burden on consumers to protect themselves and understand where their data is going. And they must do this for every one of the dozens (or more) online accounts they may have.
