NTCA–The Rural Broadband Association launched its new “Broadband Built to Last” ad campaign, which aims to educate policymakers and the public on the critical role the Universal Service Fund plays in getting and keeping rural consumers connected to high quality, affordable broadband service. 

The Federal Communications Commission authorized 368 rate-of-return companies in 44 states that elected offers of Enhanced Alternative Connect America Cost Model (Enhanced A-CAM) support to receive model-based support. The authorizations specify support to the electing companies for a 15-year period beginning January 1, 2024, in exchange for these companies committing to deploy broadband service of at least 100/20 Megabits per second (Mbps) service to over 700,000 unserved locations across the United States, and maintain or improve existing 100/20 Mbps service to approximately 2 million loc

Secretary of the Treasury Janet Yellen and Office of Management and Budget (OMB) Director Shalanda Young released the final budget results for fiscal year (FY) 2023. Outlays for the Federal Communications Commission were $17.9 billion, $2.3 billion lower than the Mid-Session Review estimate. This is mainly due to lower-than-anticipated outlays for the Affordable Connectivity Program (ACP) and the Emergency Connectivity Fund for Educational Connections and Devices (ECF). Also, Universal Service Fund outlays were $498 million higher than anticipated.

The Federal Communications Commission kicked off a rulemaking to explore how the universal service high-cost support program can continue funding fixed and mobile broadband services in Alaska—one of the hardest-to-serve areas in the country. The Notice of Proposed Rulemaking seeks comment on a number of issues to help the FCC determine the most effective methodologies and uses for future universal service funding for high-cost fixed and mobile services in Alaska.

The Federal Communications Commission will allow E-Rate funding to be used for Wi-Fi on school buses beginning in funding year 2024 as the Emergency Connectivity Fund (ECF) program is set to sunset. The action enhances the benefits and the reach of the E-Rate program to ensure that the millions of students caught in the Homework Gap can more fully engage in their learning. The action clarifies that the use of Wi-Fi, or other similar access point technologies, on school buses serves an educational purpose and the provision of such service is therefore eligible for E-Rate funding.

Small rural internet service providers (ISPs) had until the end of September to tell the Federal Communications Commission whether they wanted to participate in the Enhanced ACAM program. The E-ACAM program extends subsidies to these small providers through 2038, and in exchange the providers will serve all locations in their territory with 100/20 Mbps broadband, making most of them ineligible for the BEAD program.

TDS Telecommunications will upgrade internet speeds across its entire Maine service footprint after electing to receive Enhanced Alternative Connect America Cost Model (E-ACAM) support. TDS has been doing business in Maine since 1971 and serves more than 30 communities in the state.

Senate Majority Whip Dick Durbin (D-IL) and Representative Robin Kelly (D-IL-02) introduced a bicameral bill that would increase access to broadband service for low-income urban and rural Americans.  The Promoting Access to Broadband Act would help states increase awareness and enrollment in the Federal Communications Commission’s Lifeline program and Affordable Connectivity Program (ACP), which provide a monthly subsidy to help low-income households pay for their broadband and telephone service. The Federal Communications Commission's Wireline Competition Bureau (Bureau) announced carriers that have accepted offers of model-based Enhanced Alternative Connect America Cost Model (A-CAM) support. Carriers were required to elect such support on a state-by-state basis by Friday, September 29, 2023 by submitting an election letter to the Bureau.
