The Joint Federal - State Board on Universal Service was named on Friday, March 8, 1996. The Joint Federal - State Board will advise the Federal Communications Commission (FCC) on the services that should be included in a new definition of Universal Service. The Joint Federal - State Board has until November 8, 1996 to make its recommendations to the FCC.
