GORE PANEL TAKES MIDDLE GROUND

The recommendations of the Gore Commission go beyond what broadcasters are willing to offer, but fall short of what public interest advocates believe broadcasters should have to provide. A list of ten specific recommendations are contained in a report submitted to Vice President Gore on December 18. The report will be referred to the Federal Communications Commission, which is expected to start proceedings on digital public interest requirements in early '99. On free time for political candidates, broadcasters are urged to give five free minutes per day of candidate-centered discourse in the 30 days before an election. Broadcasters may balk at giving up the time and editorial control.
