REAL-WORLD DTV TESTS

Federal Communications Commission members Michael Copps and Kevin Martin traded letters on Monday. Commissioner Copps wrote to "suggest some ways we could gain critical real-world experience in advance of the digital television transition now less than a year away. Real-world experience is an extremely important step-although only one of many we must take-in order to minimize consumer disruption on February 17, 2009." He proposed, again, switching a small number TV markets to all-digital service before the national transition date. He said the field tests could explore: 1) DTV reception, 2) antenna issues, 3) cable/satellite coordination, 4) DTV equipment installation, 5) equipment functionality, and 6) consumer reactions. He concluded urging the Chairman to convene a working group to explore potential test markets and timing. Chairman Martin wrote back saying he is in favor of pursuing Copps' proposal.
