FCC'S MCDOWELL AGAINST HARD DATE FOR WHITE-SPACE DEVICES

Federal Communications Commission member Robert McDowell said Wednesday that he did not think there should be a hard date for allowing unlicensed devices to use the so-called white spaces between digital-TV channels. The FCC is in a second round of testing on the devices, and Commissioner McDowell pointed out that the first round didn't go very well. He said he wants science to drive the decision, adding that the FCC was hoping to move testing out of the lab and into people's homes in the next few weeks and months.
