MARTIN FOCUSED ON BOOSTING COMPETITION

In a speech at a Phoenix Center symposium, FCC Chairman Kevin Martin said his short-term goals for the agency are focused on adjusting rules so that companies investing in innovative communications infrastructure can compete more effectively. He said that because changes in the marketplace are occurring so rapidly, it is best to rely on competition rather than regulation to foster growth. Chairman Martin called for a significant reform of the universal service fund, which subsidizes telecommunications services in rural and underdeveloped areas. He said the program needs to be retooled to help those areas receive 21st century services and to subsidize traditional services.
